SUMMARY:

The Executive Director is responsible for ensuring the Pala Gaming Commission (PGC) fulfills its mission as the primary on-site regulator of the Pala Casino Spa and Resort for protecting gaming integrity and licensing employees. Responsible for ensuring gaming regulations and PGC policies and procedures are compliant with applicable IGRA, NIGC Rules and Regulations, Tribal Gaming Ordinances, Internal Control Standards as adopted by the Tribe, and the Tribal-State Compact. Oversees the Licensing Department, Investigations/Compliance Department, and the Internal Audit Department and supervises all PGC managers/directors.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Directs, monitors, and supervises the staff of the PGC;

• Ensures operational compliance as applicable within the PGC and reports on such to the PGC Commissioners at regular intervals; 

• Reviews and develops PGC gaming regulations to ensure compliance with Tribal Minimum Internal Control Standards and related tribal controls, IGRA, NIGC and/or Compact standards, as approved by the Commissioners;

• Reviews Pala Casino System of Internal Control for compliance with applicable regulations/standards prior to submission to the Commissioners for review and approval;

• Monitors, in conjunction with PGC staff, Pala Casino compliance with applicable Tribal and Federal regulations in accordance with the Tribal PGC Ordinance;

• Reviews and approves Internal Audit reports and ensures results, including any recommendations for corrective action, are reported to the Commissioners;

• Reviews the monthly financial reports and ensures that deviations discovered are investigated and the findings are reported to the Commissioners;

• Responsible for drafting the annual PGC budget and presenting the budget to the Commissioners for review and approval;

• Responsible for all PGC purchases and expenditures for the year and reporting to the Commissioners any unexpected expenditures not anticipated by the approved budget;

• In coordination with the PGC management team, reviews as applicable policy, procedure, and promotions of the Gaming Operation to ensure conformance to approved procedures and applicable standards; 

• Authorizes PGC management to conduct investigations of possible violations of gaming regulations;

• Reviews (for PGC staff members) hiring, termination, evaluation, promotion, and transfer review and approval by PGC management;

• Ensures Class III gaming patron disputes that cannot be settled by casino management are investigated thoroughly consistent with federal gaming industry standards, and results of investigation are presented to Commissioners for consideration and final resolution, consistent with PGC regulation and Compact requirements;

• Responsible for the PGC’s timely filing of all reports and documentation required by IGRA, NIGC, Tribal Ordinances, and the Compact;

• Ensures the PGC compliance department establishes safeguards so that all slot equipment, hardware, software and ancillary equipment contain currently approved GLI hardware/software;

• Ensures the Gaming Facility and/or modifications or additions are maintained and operated in a manner that adequately protects the environment and public health and safety;

• Ensures PGC Licensing staff adheres to approved PGC licensing procedures for licensing State Key Employees, [Level I, II and III employees], Federal Key Employees, Primary Management Officials, and applicable NIGC suitability standards;

• Ensures PGC Licensing staff adheres to the licensing procedures for vendors as approved by the Tribe, Commissioners and/or Compact;

• Must work effectively with Commissioners, PGC Staff, Executive Committee, and Legal Counsel;

• Acts as regulatory liaison between the Pala Casino and the PGC and effectively communicates on behalf of the PGC with state and federal regulators and/or investigators; 

• Maintain PGC files and records according to prescribed regulations;

GENERAL DUTIES AND RESPONSIBILITIES:

• Directs, motivates, and develops the PGC team, prompting a culture of compliance and maintaining an effective regulatory environment;

• Recruit, develop, and mentor regulatory staff;

• Participate in trade associations/industry working groups to influence policy/rulemaking in alignment with state and federal laws;

• Develop and implement plans and objectives for the PGC in an effective and innovative fashion;

• Build and maintain strong relationships with tribal gaming agencies, state gaming agencies, and if applicable vendors, distributors, manufacturers, and other trade related businesses;

• Assess and report progress in meeting department objectives; 

• Other duties as assigned

QUALIFICATIONS:

• Knowledge of all applicable Tribal, State and Federal Regulations;

• Knowledge and understanding of all Class II and Class III gaming authorized at the Gaming Operation;

• Proficient in office computer software applications (word processing, spreadsheet, and database);

• Knowledge of Generally Accepted Accounting Principles;

• Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents

EDUCATION and/or EXPERIENCE: 

• Bachelor’s Degree (B.S.) or equivalent from a four college or university. Must have experience in gaming including understanding internal controls and business practices.

MATHEMATICAL SKILLS:

• Ability to calculate figures and amounts such as discounts, percentages and interest.

REASONING ABILITY:

• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.

CERTIFICATES and LICENSES:

• Must clear an extensive background check and be issued an Employee License from the Tribal Gaming Commission.

PHYSICAL DEMANDS:

• While performing the duties of this job the employee is required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, stoop, kneel, crouch, talk, see or hear. The employee will need to be able to lift at least 10 lbs.

WORK ENVIRONMENT:

• While performing the duties of this job the employee is occasionally required to work near a moderate noise level.

OTHER REQUIREMENTS:

• Attendance and travel to trainings, workshops, and agency meetings are required.

• Must have a valid California Class C Driver’s License. 

• Must acknowledge and agree to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians. Must pass pre-employment and random drug testing during employment.
