HeadWaters Resort and Casino

HeadWaters Resort & Casino in Norfolk, Virginia will be a $500 million casino hotel built on the Elizabeth River next to Harbor Park. 

The casino will feature 3,000 slot machines and 150 table games, and the hotel will offer 300 guest rooms and suites. Construction will start in 2022 and finish in the summer or fall of 2024.

An onsite temporary casino is under construction with plans to open in 2023 and operate during construction of the HeadWaters Resort & Casino.

The Pamunkey Indian Tribe signed a development agreement with the City of Norfolk in January 2020 to build a $500M casino and hotel on 13.4 acres of city land along the Elizabeth River and next to Harbor Park for the purpose of building a $500 casino and hotel.

The Norfolk casino was approved by voters in the election November 3, 2020.

The Norfolk plans include a casino with 3,000 slot machines and 150 table games, a hotel with 300 rooms, a spa and a rootop pool, multiple restaurants including a steakhouse, an event center and a rooftop entertainment area.

The Pamunkey Tribe is formally recognized by the federal government and the Virginia government. The Pamunkey reservation is located on ancestral land along the Pamunkey River. The Pamunkey are one of eleven tribes with homelands in Virginia.
