SUMMARY

The Human Resources Manager is responsible for the strategic direction, management and leadership of the casino’s human resources programs; policies and practices by either performing the following duties personally or though subordinates.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversee the activities of the Human Resources Department.
  • Serves as a member of the senior management team and other key organizational teams, representing human resources issues and concerns.
  • Participate in formulating and administering company policies.
  • Develop long-range goals and objectives for the Human Resources Department.
  • Lead the development and implementation of human resources policies and programs aimed at enhancing the organization’s mission and objectives.
  • Facilitate organizational change efforts designed to create a casino culture that supports the business plan and mission.
  • Set strategic direction, design and implementation of employee benefit and retirement programs, training and organizational development and other programs insuring the needs of the organization are met.  
  • Oversee and direct the recruitment and employment functions, employee retention, and safety programs,  
  • Manage the organization’s activities relative to regulations pertaining to the worker and the workplace.  Provide coaching and counseling to managers.  Represent the company in hearings, disputes, and other negotiations.
  • Provide guidance to all department heads regarding employee issues.   
  • Prepares annual HR budget and recommends subsequent modifications and transfers.
  • Ensure compliance with Tribal, State, Federal, and NIGC regulations.
  • Ensure control/protection of company assets.
  • Select, hire, train, evaluate, terminate, and recommend compensation programs/structures, i.e. salary increase, for overall casino operation.
  • Monitor and adjust staffing levels.

ADDITIONAL FUNCTIONS

  • Use Windows, Office Suite including Excel, PowerPoint, Publisher, Word and other computer software.
  • Duties, responsibilities, requirements and expectations pertaining to this job are subject to change as needed.
  • Other duties as directed.  Hours are determined by 24-hour schedule and subject to change.

SUPERVISORY RESPONSIBILITIES

Manages all employees in the Human Resources Department either directly or indirectly.  Is responsible for the overall direction, coordination, and evaluation of the Human Resources Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees, planning, assigning, and directing work; appraisal performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

  • College degree or equivalent combination of education & Experience 
  • PHR Certification preferred but not required.
  • Casino Experience.
  • At least five years of experience in Human Resources Management of which 3 years must have been as a member of progressive casino management experience.
  • Advanced knowledge and expertise with all applicable employment laws and regulations pertaining to Human Resources functions including but not limited to employee relations, compensation and benefits, staffing and recruitment, training and development and organizational change.
  • Direct experience in an organizational development role strongly preferred.
  • Ability to work with mathematical concepts such as probability, fractions, percentages and ratios to practical solutions.
  • Ability to establish procedures for the effective implementation of the General Manager’s directives. Prepare complex reports, correspondence, charts, layouts, forms, handbooks, memoranda and other information and instructions.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations.
  • Ability to analyze and solve complex management problems having non-standard solutions.
  • Ability to maintain effective working relationships with public officials, department heads, associates and the public.
  • Knowledge of a 24-hour, 7 day a week operation.
  • Skill in effectively, communicating information through verbal and written correspondence to employees, managers, clients, customers, and the general public, including writing reports, business correspondence and procedural manuals.
  • Skill in solving practical problems and dealing with situations where only limited standardization exists.
  • Excellent organizational, communication and leadership skills.
  • Knowledge of principles and practices of general business administration including personnel practices and employment laws, program budgeting, general accounting, financial analysis, and fiscal management practices.
  • Skills in assessing operation, program, staffing and fiscal needs.
  • Skill in identifying and resolving administrative problems under pressure conditions.
  • Work nights, weekends and holidays as required.
  • Employment is contingent upon a favorable outcome of a background investigation.

CERTIFICATES, LICENSES, REGULATIONS

  • Gaming License issued by Tribal Gaming Agency
  • PHR Certification preferred but not required

  • Occasionally requires raising objects from a lower to a higher position or moving objects horizontally.
  • Occasionally requires stooping which entails the use of the lower extremities and back muscles.  Infrequently requires crouching.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to tobacco smoke, moving mechanical parts and fumes or airborne particles.  The worker is frequently subject to inside environmental conditions, which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions and to wet and/or humid conditions.  The noise level in the work environment is usually moderate.
