Reporting to the Manager of Payroll Operations, Tribal Finance, the Workday Payroll Analyst is responsible for system-related processes such as configuration, analysis, reporting, testing, IT and HRIS interfacing, technical support, and overall administration and establishing new entities within the payroll software. The Workday Payroll Analyst collaborates with the Manager, Payroll Operations to plan and supervise various elements of the payroll program and recommends long-range development plans to ensure the efficiency of the payroll systems. This role coordinates with outside parties to ensure all compliance reporting is completely timely, prepares the quarterly and annual reconciliations and assists in audits both internal and external. This role will also serve as subject matter expert of the payroll system(s) and be responsible for supporting the efficient operation of the department by ensuring that tight deadlines are met including a multitude of other payroll activities.

Essential Duties & Responsibilities

1. Configure and manage the Workday payroll and time tracking system according to organization needs. This includes setting up pay groups, earning codes, deduction codes, creating time entry templates and time calculations, year-end reporting, and other payroll elements.

2. Analyzes and identifies data integrity issues surrounding the payroll process and provides solutions. Supports all internal and external audits related to payroll. Helps administer and ensure the overall integrity of payroll data in Workday. 

3. Compiles data, writes, analyzes, and generates a variety of reports from Workday. Completes analysis reports, as needed for management that provide insights into payroll activities, tax deductions, and compliance issues. This also includes custom reporting for specific needs and assisting in financial audit or budget reviews related to payroll.

4. Leads projects related to payroll system implementations, updates, testing of new releases, or other payroll related initiatives. Assists the Human Resources Information Systems (HRIS) team with the development of system requirements, process designs, detailed business activities and data mapping to support the maintenance of the time clocks and payroll system.

5. Formulates concepts, develops, and supports, the payroll processes of the time clock system, time tracking, and payroll module.

6. Identifies, analyzes, and recommends process improvements related to computer processing of payroll data to ensure compliance with laws, rules, and regulations. This involves collaborating with IT, Finance, HRIS, and support vendors to update or enhance system functionality and efficiency.

7. Interprets San Manuel Band of Mission Indians policies and governmental regulations affecting payroll procedures. Stays abreast of changes in laws and regulations governing the processing of payroll. This responsibility include managing updates of tax rates, filing requirements, and other regulatory changes.

8. Confers with Human Resources regarding payroll policies, procedures, and payroll-related errors/corrections to be considered for the development and update of the payroll system. 

9. Maintains professional and technical knowledge by attending educational workshops, and reviews professional publications related to payroll and payroll systems.

10. Performs other duties as assigned to support the efficient operation of the department and assumes other responsibilities, duties, tasks, and assignments that contribute to the mitigation or response to any public health emergency.

Education/Experience/Qualifications

  • Bachelor’s degree in Business Administration, Accounting, or Human Resources, required.

  • Minimum five (5) years progressive experience in high volume employee count electronic payroll systems required.

  • Certified Payroll Professional designation preferred.

  • Strong technical skills with the Workday Payroll system required.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

  • A good understanding of payroll processes and regulations, as well as effective communication and problem solving skills. Proficiency in computerized payroll systems and Microsoft Office (Word, Excel, and Outlook) is required.

  • Ability to meet deadlines and perform under pressure and job ambiguity.

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
