Under the direction of the Director of Procurement, the Procurement Manager is responsible for the daily operations, ensuring the timely and efficient procurement of goods and services, including Food and Beverage categories, for the enterprise. Ensures that departmental performance and metrics are established to support all business initiatives. Enables effective stakeholder collaboration with other business units and vendors to achieve best in class procurement functions by supporting sourcing initiatives, leveraging procurement best practices and strategies to ensure effective implementation and execution. Champions the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribes vision, mission and values.
Essential Duties And Responsibilities
1. Implement strategies and oversee the negotiation of contracts and commercial terms with vendors. Performs procurement and contracting duties for the enterprises, including Food and Beverage categories. Manages overall direction, evaluation, and execution of daily operations to ensure all purchasing orders are aligned with enterprise policies and procedures. Analyzes market trends and conducts business review meetings with stakeholders and leadership team to assess risk, reviews future strategies, and identifies potential cost and /or product improvement opportunities.
2. Ensures that the appropriate departmental achievements and metrics are established, monitored and controlled to maximize effectiveness and mitigate risk throughout the function. Mentors team members and encourages procurement teams to exercise independent judgment, while delivering world-class performance. Manages staff training, key performance indicators (KPI), analysis and reporting related to procurement operations.
3. Manages an efficient inventory flow, keeps abreast of price fluctuations of goods, vendor pricing, and process purchase orders to acquire goods for optimum production. Sets policy and guidelines for new processes and supports stakeholders on sourcing initiatives, leveraging procurement best practices and strategies to ensure effective implementation and execution. Provides reporting to leadership on purchasing, controls, and processes.
4. Collaborates with Accounts Payable and Logistics to ensure consistent improvement and a smooth procure to pay cycle. Displays subject matter expertise in Procurement to Payment (P2P) with and understanding of departmental and vendor interfaces. Reviews current processes and makes recommendations where applicable.
5. Develops and implements strategies to leverage negotiations for optimum pricing, payment methods, terms and conditions, shipping, service levels, warranties and discounts. Ensuring that the operational goods and services arrive when they are needed with quality, accuracy and terms that are favorable to the tribe.
6. Supports business initiatives for a range of categories including but not limited to, Food and Beverage, Facilities and Professional Services. (5%)
7. Ensures system data is maintained and current- open purchase orders, vendors, and variances. Manages and optimizes the daily use of the organization-wide automated Enterprise Resource Planning (ERP) system- through item masters, profiles and categories.
8. Performs other duties as assigned to support the efficient operation of the department.
Supervisory Responsibilities
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.
Education, Experience And Qualifications
Bachelor’s degree in Business, Management, Economics, Finance or a related field of discipline required. Master’s Degree, preferred.
A minimum of three (3) years of experience in Procurement or related field required.
A minimum of three (3) years of supervisory experience required.
A minimum of three (3) years of experience in any of the following: procurement services, indirect procurement, procurement operations, strategic sourcing, restaurant management or related experience, preferred.
Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
Knowledge, Skills And Abilities (Ksa)
Integral knowledge of purchasing theories, best practices, emerging trends, methodologies and their applications to Purchasing function required.
Must possess a thorough knowledge of applicable sources, prices, market factors and product characteristics of commodities/contracts.
Working knowledge of Procurement to Payment (P2P) process and systems technology.
Demonstrated analytical, organizational, strategic, and planning skills.
Must possess skills in all procurement process disciplines including spend/category management, negotiation, supplier assessment and selection, logistics, and supplier relationship management.
Strong leadership and people management skills required with good motivational and collaboration emphasis; communicates change effectively, overcomes resistance, builds commitment, and drives change.
Ability to delegate, multi-task, lead and prioritize effectively in a dynamic, fast-paced environment with demonstrated organizational and time management skills.

Required Licenses, Certifications And Registrations
At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
