The General Manager executes the policies, goals and objectives of Winnavegas Casino Resort operations as set forth by the Winnebago Tribal Council. Develop and implement business plans, systems and procedures to maximize profit.


Essential Duties

  • Formulate the site business plan to accomplish the goals and objectives of the Tribal Council. 
  • Research, develop and install necessary systems, procedures and policies to run the business effectively and efficiently.  Ensure policies are in concert or supportive of the broad policies of the Tribal Council or the Gaming regulations.
  • Develop, adapt or modify the organizational structure to effectively operate the business and maximize profit. Hire, develop, direct, control, coordinate and motivate key staff members to execute the business plan by established guidelines and directives.
  • Direct or assist in preparation of all operational budgets; review for fiscal soundness and accomplishment of Board goals/objectives.  Monitor operational performance to budget and initiate actions to correct unfavorable variances or optimize opportunities.
  • Determine and direct the marketing strategy to develop new clientele, improve market position and enhance revenue.  Analyze cost of sales and adjust tactics to optimize profit.
  • Plan for the development of human resources at Winnavegas Casino Resort; ensure programs are established and maintained that produce an effective management cadre and skilled occupations at all levels of the organization. Assist with the overall recruitment plan with the Director of HR. Develop a succession plan to ensure functional competencies and future leaders/skills are in place for perpetuating/growing the casino.
  • Within the framework of Board policy and Tribal regulations, act as arbiter in resolving site organizational conflict, interpretation or application of policies/rules/regulations.  Final authority on matters as site organizational structure, staffing requirements, expenditures, gaming selections/placement, and employment decisions affecting such matters as promotions, demotions, layoffs, salary adjustments and disciplinary actions up to and including separation of employment.
  • Ensure compliance with gaming rules and regulations, tribal laws and mandates; establish and enforce controls to protect assets. Build and maintain a culture of core values and continuous improvement.
  • Establish and maintain effective working relationship with the media, public, patrons, employees, officials/legislators, vendors, consultants, trade associations and related support entities.  Positively promotes the gaming business at Winnavegas Casino Resort.



  • Bachelor’s degree preferred or 10 years gaming management experience, 5 of which were held as an executive position.
  • Master’s degree a plus.


  • Minimum of 10 years’ experience in Class III gaming industry in progressively responsible positions.
  • Three to five years’ experience as a Casino Executive equivalent capacity responsible for at least 150 employees and operating budget of $500,000, including payroll costs.


  • Winnebago Tribe of Nebraska Gaming License is required.
